Resistance to Privatization: Why Protest Movements Succeed and Fail in Latin America

Why do some protest movements in Latin America succeed in rolling back privatizations while others fail? This article argues that protests against privatizations have tended to succeed under two conditions. First, privatization’s opponents form linkages (or “brokerage”) across multiple sectors of society. Broad coalitions are more likely to achieve their goals, while groups acting alone, such as labor unions, are more easily defeated or ignored by governments. Second, civil rights are protected but political representation is weak. In that case, opponents have the legal right to protest, but are unlikely to have opportunities for communicating their concerns through formal institutions, which prompts them to channel their demands outside of existing political institutions. Using case examples and logistic regression, this study confirms these arguments and discusses the implications for democracy in the region.

Herbicide-resistant Amaranthus spp. continue to cause management difficulties in soybean. New soybean technologies under development, including resistance to various combinations of glyphosate, glufosinate, dicamba, 2,4-D, isoxaflutole, and mesotrione, will make possible the use of additional herbicide sites of action in soybean than is currently available. When this research was conducted, these soybean traits were still regulated and testing herbicide programs with the appropriate soybean genetics in a single experiment was not feasible. Therefore, the effectiveness of various herbicide programs (PRE herbicides followed by POST herbicides) was evaluated in bare-ground experiments on glyphosate-resistant Palmer amaranth and glyphosate-resistant waterhemp (both tall and common) at locations in Arkansas, Illinois, Indiana, Missouri, Nebraska, and Tennessee. Twenty-five herbicide programs were evaluated; 5 of which were PRE herbicides only, 10 were PRE herbicides followed by POST herbicides 3 to 4 wks after (WA) the PRE application (EPOST), and 10 were PRE herbicides followed by POST herbicides 6 to 7 WA the PRE application (LPOST). Programs with EPOST herbicides provided 94% or greater control of Palmer amaranth and waterhemp at 3 to 4 WA the EPOST. Overall, programs with LPOST herbicides resulted in a period of weed emergence in which weeds would typically compete with a crop. Weeds were not completely controlled with the LPOST herbicides because weed sizes were larger (≥ 15 cm) compared with their sizes at the EPOST application (≤ 7 cm). Most programs with LPOST herbicides provided 80 to 95% control at 3 to 4 WA applied LPOST. Based on an orthogonal contrast, using a synthetic-auxin herbicide LPOST improves control of Palmer amaranth and waterhemp over programs not containing a synthetic-auxin LPOST. These results show herbicides that can be used in soybean and that contain auxinic- or HPPD-resistant traits will provide growers with an opportunity for better control of glyphosate-resistant Palmer amaranth and waterhemp over a wide range of geographies and environments.
Agricultural Weeds in Glyphosate-Resistant Cropping Systems in the United States

A segment of the debate surrounding the commercialization of genetically engineered (GE) crops, such as glyphosate-resistant (GR) crops, focuses on the theory that implementation of these traits is an extension of the intensification of agriculture that will further erode the biodiversity of agricultural landscapes. A large field-scale study was conducted in 2006 in the United States on 156 different field sites with a minimum 3-yr history of GR corn, cotton, or soybean in the cropping system. The impact of cropping system, crop rotation, frequency of using the GR crop trait, and several categorical variables on emerged weed density and diversity was analyzed. Species richness, evenness, Shannon's H′, proportion of forbs, erect growth habit, and C3 species diversity were all greater in agricultural sites that lacked crop rotation or were in a continuous GR crop system. Rotating between two GR crops (e.g., corn and soybean) or rotating to a non-GR crop resulted in less weed diversity than a continuous GR crop. The composition of the weed flora was more strongly related to location (geography) than any other parameter. The diversity of weed flora in agricultural sites with a history of GR crop production can be influenced by several factors relating to the specific method in which the GR trait is integrated (cropping system, crop rotation, GR trait rotation), the specific weed species, and the geographical location. The finding that fields with continuous GR crops demonstrated greater weed diversity is contrary to arguments opposing the use of GE crops. These results justify further research to clarify the complexities of crops grown with herbicide-resistance traits, or more broadly, GE crops, to provide a more complete characterization of their culture and local adaptation.
Postharvest Control of Russian Thistle (Salsola tragus) with a Reduced Herbicide Applicator in The Pacific Northwest

Russian thistle is a severe problem in fields after crop harvest in the Pacific Northwest (PNW) and is controlled either by tillage or broadcast applications of various herbicides. A study was conducted in Washington in 2000 and 2001 at four sites to compare the efficacy of two herbicide treatments applied with a light-activated, sensor-controlled (LASC) sprayer and a conventional broadcast sprayer for postharvest Russian thistle control. Additionally, simple economic comparisons, excluding fixed costs, were made among herbicide treatments and application methods. Both herbicide applicators controlled Russian thistle similarly within each herbicide treatment. Weed control was unacceptable (≤ 75%) when glyphosate plus 2,4-D was applied with either applicator. In contrast, Russian thistle control was > 90% with paraquat plus diuron regardless of applicator. The overall reduction in chemical use was 42% with the LASC compared with the broadcast applicator when averaged over the four sites. Herbicide and surfactant cost savings, using 2007 prices for the LASC compared with the broadcast applicator, ranged from $6.68/ha to $18.21/ha with the paraquat plus diuron treatment and averaged $13.27/ha less for the four sites. The use of the LASC for postharvest Russian thistle control can reduce growers' input costs, increase growers' profits, and improve environmental quality by reducing the amount and area of a restricted-use chemical.

The parameters of total weed population density of all species in the seedbank, species richness, Shannon's H′ and evenness were not affected by any management treatment. The similarity between the seedbank and aboveground weed community was more strongly related to location than management; previous year's crops and cropping systems were also important while GR trait rotation was not. The composition of the weed flora was more strongly related to location (geography) than any other parameter. The diversity of weed flora in agricultural sites with a history of GR crop production can be influenced by several factors relating to the specific method in which the GR trait is integrated (cropping system, crop rotation, GR trait rotation), the specific weed species, and the geographical location. Continuous GR crop, compared to fields with other cropping systems, only had greater species diversity (species richness) of some life forms, i.e., biennials, winter annuals, and prostrate weeds. Overall diversity was related to geography and not cropping system. These results justify further research to clarify the complexities of crops grown with herbicide-resistance traits to provide a more complete characterization of their culture and local adaptation to the weed seedbank.
Early-Season Palmer Amaranth and Waterhemp Control from Preemergence Programs Utilizing 4-Hydroxyphenylpyruvate Dioxygenase–Inhibiting and Auxinic Herbicides in Soybean

Palmer amaranth and waterhemp have become increasingly troublesome weeds throughout the United States. Both species are highly adaptable and emerge continuously throughout the summer months, presenting the need for a residual PRE application in soybean. To improve season-long control of Amaranthus spp., 19 PRE treatments were evaluated on glyphosate-resistant Palmer amaranth in 2013 and 2014 at locations in Arkansas, Indiana, Nebraska, Illinois, and Tennessee; and on glyphosate-resistant waterhemp at locations in Illinois, Missouri, and Nebraska. The two Amaranthus species were analyzed separately; data for each species were pooled across site-years, and site-year was included as a random variable in the analyses. The dissipation of weed control throughout the course of the experiments was compared among treatments with the use of regression analysis where percent weed control was described as a function of time (the number of weeks after treatment [WAT]). At the mean (i.e., average) WAT (4.3 and 3.2 WAT for Palmer amaranth and waterhemp, respectively) isoxaflutole + S-metolachlor + metribuzin had the highest predicted control of Palmer amaranth (98%) and waterhemp (99%). Isoxaflutole + S-metolachlor + metribuzin, S-metolachlor + mesotrione, and flumioxazin + pyroxasulfone had a predicted control ≥ 97% and similar model parameter estimates, indicating control declined at similar rates for these treatments. Dicamba and 2,4-D provided some, short-lived residual control of Amaranthus spp. When dicamba was added to metribuzin or S-metolachlor, control increased compared to dicamba alone. Flumioxazin + pyroxasulfone, a currently labeled PRE, performed similarly to treatments containing isoxaflutole or mesotrione. Additional sites of action will provide soybean growers more opportunities to control these weeds and reduce the potential for herbicide resistance.

What is the relationship between civil war and terrorism? Most current research on these topics either explicitly or implicitly separates the two, in spite of compelling reasons to consider them together. In this paper, we examine the extent to which terrorism and civil war overlap and then unpack various temporal and spatial patterns. To accomplish this, we use newly geo-referenced terror event data to offer a global overview of where and when terrorist events happen and whether they occur inside or outside of civil war zones. Furthermore, we conduct an exploratory analysis of six separate cases that have elements of comparability but also occur in unique contexts, which illustrate some of the patterns in terrorism and civil war. The data show a high degree of overlap between terrorism and ongoing civil war and, further, indicate that a substantial amount of terrorism occurs prior to civil wars in Latin America, but yet follows civil war in other regions of the world. While the study of terrorism and of civil war mostly occurs in separate scholarly communities, we argue for more work that incorporates insights from each research program and we offer a possibility for future research by considering how geo-referenced terror and civil war data may be utilized together. More generally, we expect these results to apply to a wide variety of attitudes and behaviors in contentious politics.

Political science is diverse in its methods, theories, and substantive interests. A quick perusal of our flagship journals reveals just how heterogeneous we are, with articles ranging from mathematical treatments of theoretical problems to textual exegesis of Plato, and qualitative studies of single countries standing in contrast to quantitative analyses of experiments designed to mobilize voters. At times, the discipline's boundaries are so fuzzy that our territory is alternatively claimed by philosophers, anthropologists, economists, sociologists, and psychologists.

We present two simulations designed to convey the strategic nature of terrorism and counterterrorism. The first is a simulated hostage crisis, designed primarily to illustrate the concepts of credible commitment and costly signaling. The second explores high-level decision making of both a terrorist group and the state, and is designed to highlight scarce-resource allocation and organizational dynamics. The simulations should be useful both in a traditional classroom setting as well as to the larger public. We provide a primer on the subject matter, and all the material necessary to run the simulations.

The synthesis and first hyperpolarizabilities (β) of various donor-acceptor substituted thiophene containing compounds with extended conjugation are reported. Results indicate that replacing phenyl rings with less aromatic thiophene moieties enhances the second-order hyperpolarizability. Incorporating the acceptor group, N,N' diethylthiobarbituric acid, that can gain aromaticity upon charge-separation has also led to an increase in the nonlinearity. Some of the molecules have been incorporated into poIy (Methyl Methacrylate) and the electro-optic coefficients of these host-guest polymers were Measured.
